Rosalie is right. The Holy Roman-German Empire was considered the ideal continuation of the Roman Empire when it was founded, so their Emperors where "Caesars". During Medieval and Modern Times the Roman Empire was considered the ideal state, as it encompassed the greatest power of a monarch holding his authority over the whole of Europe, and of course the founders of the German Empire cherished this idea and longed for it to be true again. The same about Russia, when Ivan the Terrible changed his title for Tsar (derived from the word Caesar), he considered his Empire to be the 3rd Rome, acknowledging Bizantine Empire and Constantinople as the 2nd Roman, which was becoming as his people belonged to the Orthodox Catholic Church.
