in England you can buy a title (ex: Duke, Count etc.)
can you do that in France?

Well, you could back in 18th century France. But as France is now a republic and ranks of nobility don't *legally* exist (of course people whose families had noble titles back in the day are still often addressed by those titles and social distinctions still exist), I doubt you could really buy one. However, if you have a rightful claim to a certain title you can make a claim for it, though it doesn't have any particular legal benefits.
